Community Oil Buying Scheme

Helping our community save money on oil

West of England Rural Network operates a Community Oil Buying Scheme to help people in our area save money on the cost of their heating oil. We do this by combining orders from all over our area, then once a month, approaching multiple suppliers for their best price upon our bulk order and placing that order with the supplier tendering the lowest negotiated price.

Once we have negotiated the price, we let you know approximately when the delivery will be, who the supplier is and how much your delivery will cost. The supplier will then start making deliveries throughout a two-week window. If you need to be in for your delivery, just let us know and we will make sure the supplier contacts you before delivery. Your oil is then delivered and you pay the supplier directly at the price agreed by us.

Terms & Conditions

Please note that the following Membership Terms and Conditions govern your membership of West of England Rural Network (WERN) Community Oil Buying Scheme and any orders you place with us will be deemed to be subject to these terms and conditions. The WERN Community Oil Buying Scheme is open to residents of Bath & North East Somerset, North Somerset, South Gloucestershire and Bristol. 1. I give my consent for WERN to negotiate on my behalf for the supply of heating oil at the best possible price. 2. I understand that WERN will not negotiate any other terms (such as payment arrangements) on my behalf. 3. I agree that payment of invoices supplied to me must be made by me directly to the selected supplier and that I am responsible for ensuring that I am aware of the payment terms specified by the supplier. 4. I understand that an additional charge will be made by the supplier if an Aga additive is required. 5. I understand that an additional charge may be made by the supplier if an oil delivery can only be facilitated by their provision of a ‘baby’ tanker. 6. I understand that an additional charge may be made by the supplier if they are unable to deliver the minimum order amount of 500L or if they are unable to access an oil tank when reasonable arrangements have been made to make a delivery. 7. I agree that once I have placed an order it is a firm order to which I am committed and not simply an expression of interest. 8. I agree that neither WERN nor anyone authorised to act on their behalf will be held liable for any claims that may arise between myself and any of the selected suppliers who supply me, arising from any supply contract that I may enter into and the invoicing/payment thereof. 9. I understand that it is my own responsibility to ensure that any fuel order is placed before the deadline specified and that neither WERN nor anyone authorised to act on their behalf will be held liable for any shortage of fuel or other problem that I experience if I fail to meet the specified deadline. 10. I will advise WERN of any changes to my membership details either by email or telephone. 11. I agree that WERN may store my data for the purposes of the oil scheme and will pass only such personal data to the selected suppliers as may be required for them to make a delivery. 12. I understand that WERN will not pass my details to anyone else without my express permission. 13. I understand that whilst WERN will make every reasonable attempt to notify me in good time, they will not be liable for failure to secure a supplier in the event of a Force Majeure (inability to negotiate an agreement with a supplier due to an unexpected, extreme or uncontrollable event such as acts of God, strikes, conflicts, equipment/transmission failure or other causes reasonably beyond its control).
